Council Tax is a property tax, based on the capital value of a property as at 1st April 1991. The values of properties in England have been banded into groups A to H. A is the lowest band and H the highest.

One Council Tax bill is sent for each dwelling, whether it is a house, flat, bungalow, mobile home or houseboat and whether it is owned or rented.

If you are a resident tenant, own the property or live in the property, you will usually be liable for the Council Tax. If the property is empty, or it is no-one's main home, the owner, or in some cases, the leaseholder, is responsible for the bill.

The amount of council tax is set in February each year by the City and County Councils and the Police Authority. The bills are produced in March for the following financial year (1st April to 31st March).  Please use the following links for more details.

  • Change of Circumstances
    If your circumstances have changed, for example, you have changed address or someone has moved in with you, please tell us immediately as it may affect your Council Tax charge

    You can pay your council tax bill using several different methods
  • Difficulty keeping up with payments
    If you are unable to pay your bill or keep up a payment agreement DO NOT delay in contacting us. This page gives you options to consider
  • Corporate Debt Scheme
    The scheme is designed to help Gloucester City tenants with multiple debts owing to the council, to take control of those debts and repay them in a structured way
