Tall buildings often stimulate debate and generate strong opinion. Whilst they can in some cases enhance an area, they can also obscure important views and sometimes detract from the character of an area through poor siting or inappropriate design.
Gloucester is one of England's most important historic cities dating back to roman times when it was settled as a colonia - the highest status a settlelement could be awarded at that time. More recently, Gloucester's historic importance has been reflected in its role as Britain's most inland port.
As a result, Gloucester has a rich heritage and a large number of listed buildings and conservation areas. The influence of the cathedral and other historic structures on the local distinctiveness of Gloucester cannot be underestimated. Protecting and wherever possible enhancingthese historic and cultural assets is a key issue for the City, and the potential impact of tall buildings requires careful consideration and management.
The Council has therefore produced a Supplementary Planning Document (SPD) that sets out the Council's planning policy approach towards developments for tall buildings in Gloucester. An issues and options consultation was held during December 2007 and January 2008, which set out five different policy approaches.
The SPD has now been subject to two periods of public consultation, and in both cases has been revised to take account of responses received. The SPD has now been adopted by the Council as 'Interim Supplementary Policy for the purposes of development control, and will be formally adopted as part of the LDF alongside its 'parent' Development Plan Document (DPD), with any further, necessary amendments made at that stage.

The revised draft Heights of Buildings SPD was subject to a six-week period of public consultation between 8 August and 19 September 2008, under Regulation 17 of the Town and Country Planning (Local Development) (England) Regulations 2004.
