Nearly 700 people sought refuge at GL1 the council's leisure centre as some of the worst weather the country has experienced swept across the city.
Residents flooded from their homes and travellers stranded at the bus and railway stations arrived at the rest centre set up by council staff.
Supported by volunteers from the WRVS the 'evacuees' were logged in and provided with continuous refreshments during the night as their personal and medical needs were also dealt with.
The nearby ASDA store also stepped in to help with heavily discounted food and bedding supplies.
Staff from Accord, the council's streetcare partner, worked late into the night delivering sandbags to homes at imminent risk of flooding.
By Saturday morning around 50 people were left at the rest centre.
As a flood alert was issued for the River Severn sandbags were being delivered to the Alney Island area.
Council emergency staff remain on standby.
City Council Chief Executive, Julian Wain, commented: "Our staff, partners and volunteers, have responded magnificently. The situation in the city is unprecedented and they have done stirling work in the most trying of conditions."
