Council Tax is a property tax, based on the capital value of a property as at 1st April 1991. The values of properties in England have been banded into groups A to H. A is the lowest band and H the highest.
One Council Tax bill is sent for each dwelling, whether it is a house, flat, bungalow, mobile home or houseboat and whether it is owned or rented.
If you are a resident tenant, own the property or live in the property, you will usually be liable for the Council Tax. If the property is empty, or it is no-one's main home, the owner, or in some cases, the leaseholder, is responsible for the bill.
The amount of Council Tax is set in February each year by the City and County Councils and the Police Authority. The bills are produced in March for the following financial year (1st April to 31st March).
