Who can appeal?
Applicants of the planning permission can appeal. They can appeal against a refusal of a planning permission, against a condition relating to an approval or from non-determination of their application.
Neighbours/contributers cannot appeal the council's decisions
How do I appeal?
Before you decide to lodge an appeal, it maybe worthwhile to talk to the planning officer to see if the development can be achieved in some other way (some form of compromise).
