Local Development Framework

       

The City Council is statutorily required to prepare a development plan for the City that will set out the manner in which both housing and economic growth will be delivered in the long term, while also ensuring that the City’s environmental capital (Green Spaces, wildlife and landscape) is preserved and enhanced. In preparing the development plan for the City, the existing Local Plan is being replaced with a set of new planning documents known collectively as the 'Local Development Framework' or LDF.

The most important part of the LDF is the Core Strategy. This is where the key decisions will be made in terms of the location, timing and type of development.
Importantly, we have agreed with Cheltenham Borough Council and Tewkesbury Borough Council to prepare a new Joint Core Strategy. For more information, please click here Gloucester, Cheltenham, Tewkesbury Joint Core Strategy|

Under the new Planning Act (2004), all LDF documents must be subjected to a Sustainability Appraisal (SA). For more information on this please click here Sustainability Appraisal (SA)|

We have previously consulted stakeholders on three other development plan documents, the Central Area Action Plan, Site Allocations and Designations
(Non-Central Area) and Development Control Policies. In light of the decision to progress a Joint Core Strategy, further work on these other documents is

The Council is in the process of producing a number of topic and site-based Supplementary Planning Documents (SPDs) that will support the Joint Core Strategy and other LDF documents. For more information click here Supplementary Planning Documents (SPDs)|

The Local Development Scheme (LDS) is essentially a timetable that sets out what documents will be produced by the Council as part of its LDF and by when.  It is anticipated that a revised LDS will be submitted to the Government Office for approval in early 2009. Our adopted Statement of Community Involvement (2005) sets out when and how the City Council will undertake consultation with regard to the Local Development Framework process and in determining significant planning applications. The LDF will contain various policies and proposals that will influence the development of Gloucester in the period up to 2026. It is essential that these policies and proposals are based on robust, comprehensive and up-to-date evidence. This is a key requirement of the new LDF system.
