What is an abandoned vehicle?
A vehicle which appears to have been given up or forsaken & no registered keeper can be located. Please note just because there is no tax or the tax disc is out of date it does not mean the vehicle is abandoned. Other points that should help you decide if a vehicle is abandoned:
-
Are any of the tyres flat or have any of the wheels been removed?
-
Is there litter, weeds, leaves under the vehicle, indicating that it has not moved for some time?
-
Is the windscreen or any of the windows broken?
-
Is there any mould on either the inside or outside of the vehicle?
-
Does the vehicle contain items of waste, i.e. tyres, old newspapers, general rubbish?
-
Does the vehicle have number plates?
-
Has the vehicle been 'hot-wired'? (if it has, there will be wires hanging from the dashboard)
-
Has the vehicle been vandalised?
-
Has a vehicle that you and your neighbours have never seen before suddenly appeared in your road and no-one is claiming ownership?
-
Is vehicle untaxed? (this should not be the sole consideration)
Untaxed vehicles should be reported to DVLA on their website: http://www.direct.gov.uk/en/Motoring/OwningAVehicle/UntaxedVehicle/DG_4022073|.
Alternatively, you can also write to one of the following DVLA offices:
-
DVLA Bristol, Northleigh House, Lime Kiln Close, Stoke Gifford, BS34 8SR
-
DVLA Swansea, 1 Sandringham Park, Swansea Vale, Llansamlet, SA6 8AJ
What happens when a vehicle is reported?
We will check with DVLA and if no owner can be found the vehicle may be removed after the correct statutory notice has been affixed. If the vehicle is dangerous, consideration will be given to moving it quickly
Notices are placed on vehicles from various authorities including Police officers, City Council Officers & Parking Attendants.
The majority of vehicles stickered are relayed back to Environmental Health to deal with. If a vehicle is to be removed, it is put through to our contractor. However, there may be a delay if they are unable to move the vehicle, i.e. if it is between other vehicles and the lorry can not get close enough.
To report an abandoned vehicle please phone (01452) 396396 or e-mail heretohelp@gloucester.gov.uk|.
