All Challenges must be made in writing. Verbal or telephone challenges cannot be accepted.

Parking Penalty Notice process explained|.
On receipt of your letter we will consider your case and then write to you saying whether the Notice stands or not.
If you write to us within 14 days of the date of the Penalty Charge Notice, and we decide that the Notice was issued correctly, we will give you a further 14 days (from the date of our letter) to pay the fine at the reduced rate. If however your letter is received after 14 days and we reject your challenge, the full amount will be payable.
If, after receiving a letter of rejection, you would still like to challenge the issue of the Penalty Charge Notice, you will have the opportunity to make a formal representation once a Notice to Owner has been issued. This will be sent to the registered keeper of the vehicle 28 days after the issue of the Penalty Charge Notice.
