Parking Restrictions

From 5th November 2007, the Council has responsibility for ensuring that the following parking regulations are observed:

  • Double yellow lines - no waiting at any time
  • Single yellow lines - no waiting during prescribed hours indicated on the sign
  • Disabled bays - a valid blue badge must be displayed
  • Limited waiting bays - for permitted time stated
  • Loading bays - for loading / unloading only during a specified time
  • Pay & Display areas - a valid Pay & Display ticket must be purchased and be visible
  • Permit holder bays - a valid permit must be displayed
  • Taxi bays - bays designated for taxis only

When you park within the City please remember to:

  • Check the signs and observe the restrictions
  • Do not park in a Pay & Display bay longer than is permitted
  • Ensure you are parked within the lines of the parking bay

Decriminalised Parking Enforcement

Parking within the City becomes "decriminalised".  This means that if a parking regulation is contravened, the matter will be handled as a civil offence (as defined by the Traffic Management Act 2004) rather than a criminal offence.

Who will enforce "decriminalised" parking?

Gloucester City Council will be responsible for enforcing on-street parking as well as off-street parking within the City, under powers granted by the Traffic Management Act 2004.

What will the Police be responsible for?

Although the Police will no longer issue parking tickets for parking contraventions where responsibility has transferred to the Council, they will continue to retain responsibility for:

(i)  Enforcing other parking offences such as:

  • Dangerous parking
  • Obstruction
  • Stretches of road indicated by police 'no parking' signs.

(ii)  Enforcing all moving traffic offences.

(iii) Taking action against any vehicle where security or other traffic policing issues are involved, for example the need to close roads and set up diversions.
