If you park your vehicle in such a way that it contravenes road traffic regulations, car park regulations and / or on-street parking regulations, you may be issued with a Penalty Charge Notice (Parking Ticket). If a Penalty Charge Notice is affixed to your car, the reason will be shown on the notice.
How can I pay a Penalty Charge Notice?

I've lost my Penalty Charge Notice, what should I do?
Losing a Penalty Charge Notice is no reason for not paying the fine. If you have lost your Penalty Charge Notice please email Parkingadmin@gloucester.go.uk| or call the Parking Administration Team (01452 396723) and provide us with the following information:

Your vehicle registration number.

The date when the Penalty Charge Notice was issued.

Where you were parked when the Penalty Charge Notice was issued.
We will then give you the Penalty Charge Notice number (beginning with GO).

I think that the Penalty Charge Notice should not have been issued, what should I do?
If you think that the Penalty Charge Notice has been wrongly issued, e.g. there are special reasons why it should be cancelled, or if there is important information you think we ought to consider, you can download a Challenge form by clicking here|. Please ensure all fields are completed where possible provide any evidence you have to support your challenge. At this stage your challege is known as an 'informal Challenge'

Parking Penalty Notice Process Explained.
On receipt of your correspondence we will consider your case and then write to you saying whether the Notice stands or not. That respnse will be sent back via the post.
If you write to us within 14 days of the date of the Penalty Charge Notice, and we decide that the Notice was issued correctly, we will give you a further 14 days (from the date of our letter) to pay the fine at the reduced rate. If however, your letter is received after 14 days and we reject your challenge the full amount will be payable.
If, after receiving a letter of rejection, you would still like to challenge the issue of the Penalty Charge Notice, you will have the opportunity to make a formal representation once a Notice to Owner has been issued. This will be sent to the registered keeper of the vehicle 28 days after the issue of the Penalty Charge Notice.
Please note that if you have been sent a postal Penalty Charge Notice or if a Notice to Owner has been issued on the case we will be unable to respond by email. In these instances we are required to send corresondence to the registered keeper's postal address as supplied by DVLA.
What happens if I ignore a Penalty Charge Notice?
You should not ignore a Penalty Charge Notice and hope that it will go away. It won't! If the fine is not paid within 28 days of the date of the Penalty Charge Notice or within 28 days of us sending a letter rejecting your challenge of the Penalty Charge Notice, we will issue a Notice to Owner.
On receipt of the Notice to Owner you (or the registered keeper, if different) must pay the fine within 28 days or make a formal representation challenging the Penalty Charge Notice.
If we do not receive your payment or the completed Notice to Owner within 28 days we will increase the fine by 50% and issue a Charge Certificate. You will not be able to challenge the Penalty Charge Notice at this stage. The Charge Certificate must be paid within 14 days.
If you ignore the Charge Certificate the matter will be referred to the Traffic Enforcement Centre at Northampton Court. You will receive an Order for Recovery and Statutory Declaration. A £5 registration fee will be added to the amount you owe.
You must pay the Order of Recovery or complete the Statutory Declaration within 21 days.
If you do nothing, we will ask a bailiff to recover the debt from you. If this happens you will have to pay the debt and the bailiff's charges.
How do I make a Formal Representation to Challenge a Penalty Charge Notice?
Details of how to make a formal representation challenging a Penalty Charge Notice are set out in the Notice to Owner, a form you will receive once 28 days have elapsed from the issue of the Penalty Charge Notice and if the fine has not been paid.
You can use the Notice to Owner to formally challenge a Penalty Charge Notice, even if you have made and lost an earlier challenge against the Notice. However, unless you provide new evidence to support your challenge, the outcome may be the same.
On receipt of your completed Notice to Owner form we will consider your challenge and write to you informing you of our decision.
If we reject your challenge, you have the right to appeal to an independent Parking Adjudicator.
How do I appeal to an Independent Adjudicator?
You cannot appeal directly to the Independent Adjudicator until you have returned your Notice to Owner form and have been rejected in your challenge. Our letter to you, rejecting your challenge will include a form that you can use to appeal to an Independent Adjudicator.
If you appeal to an Independent Adjuidicator they will consider evidence from both parties. The Adjudicator's decision is final and binding.
You can choose whether to attend a personal hearing with the Adjudicator or have your appeal dealt with by post.

I own the vehicle but did not park it. Who is liable to pay the fine?
The keeper of the vehicle is ultimately responsible for paying any Penalty Charge Notice issued to it.
The person driving the vehicle at the time of the Penalty Charge Notice being issued can challenge the Notice within 14 days even if they are not the keeper of the vehicle. If such a challenge is not made, a Notice to Owner will be sent to the registered keeper.
If a Penalty Charge Notice has been issued to a hired, leased or company owned vehicle, the Notice to Owner will be sent to the company listed as the registered keeper of the vehicle.
