The Historic Areas Grant Scheme was established by Gloucester City Council and is aimed at helping owners of properties to put their buildings into sound external repair. It is not only restricted to Listed Buildings, the grant scheme can be utilised for works to landscaping and properties within Conservation Areas or Buildings at Risk. The scheme seeks to support local businesses, encourage economic growth in the area and improve the quality of the local environment. It can offer financial help to support businesses within the Barton Street Conservation Area through the improvement of their shop frontages and aims to improve the street scene of the area.
The facelift scheme has recently ended in the Eastgate Street area and has resulted in the refurbishment of 5 shopfronts, reinstatement of timber sash windows and repainting of facades - see examples below:

As of April 2010 the facelift scheme will be continuing within the Barton Street conservation area. The scheme is helping to support businesses within Barton Street through the improvement of their shop frontages and aims to improve the street scene of the area.

The Objectives of the Barton Street Facelift Scheme
The proposed area includes the greatest concentration of target buildings and is the part of the street with the poorest appearance that could benefit most from the Facelift Scheme. The 60% grant rate can be utilised for works to repaint facades, repair and replace windows, repair of external brickwork, replacement of guttering or down pipes and repairs or replacement to shop windows and doors. Please note that the Council is unable to offer help to rectify any enforcement breaches.
Historic Building Repair - to put into sound repair the structure and external envelope of the eligible buildings.
Architectural Features - to reinstate in whole or part, any lost architectural features. It is anticipated that the most likely to be reinstated are traditional windows, doors, cast iron rainwater goods, and decorative elements on facades. A guidance document has been produced called “Barton Street Shopfront, Shutters and Signs guidance ”. The design of shop fronts is a key element in the character and appearance of any city. It is especially important in Gloucester, where the majority of City Centre premises are located in designated Conservation Areas. The design of shop fronts requires careful thought and consideration in order to ensure that a positive contribution is made, not only to the existing building, but also to the wider street scene.

Eligible Properties
The area for the facelift scheme is restriced to the Barton Street conservation area boundary, the eligible properties include both listed and non-listed buildings within the Barton Street Conservation Area. Officers at Gloucester City Council have considered all of these properties, and have assessed the amount of grant for which they are eligible.

Building repairs - 60% of the eligible works
Scheme Budget
The total budget available for the grant-aided work within the one-year scheme has been assessed as £50,000. The project is to commence from the 1st April 2010 for 12 months ending on the 31st March 2011. Works will be funded up to a maximum of 60% of the total costs however please note that the Council is unable to offer help to rectify any enforcement breaches. Any unauthorised works to listed buildings where consent has not been obtained are illegal and would not be applicable for grant aid.
