Tables & Chairs on the Highway
Gloucester City Council wishes to encourage the provision of amenities on the highway where they are consistent with the protection of the public and where they will not be disruptive. The Council is very keen to stimulate a cafe culture to improve the town centre areas in a general move towards a vibrant 21st century environment where 'pavement' dining using furniture placed on the highway and public land can be a vital part of the life and character of the area.
If the area where the tables and chairs are to be placed is part of the Public Highway, then a permit is required from the Local Authority under Section 115 of the Highways Act 1980.
Fees & Charges
Gloucester City Council do not currently charge for a permit for Tables and Chairs.

- Public Liability Insurance Certificate (Minimum Cover £5,000,000)

Gloucester City Council has produced a policy for Licensing Tables and Chairs on the Highway, which took effect on 1st July 2012. For further guidelines on the application procedure and matters needing consideration please refer to the appropriate policy to ensure your proposals comply.
It may take up to 6 weeks to determine the application once it is received in full. This includes a 28 day consultation period with relevant stakeholders and adjoining neighbours.
You must not place items on the highway until the licence has been granted.
