Street naming and numbering
Gloucester City Council is the Street Naming and Numbering Authority for The City and is responsible for naming and numbering streets, properties and developments within it's boundary. We carry out these statutory functions under the Public Health Act 1925.
The following information provides guidance and advice concerning the allocation and registration of addressees whether commercial or residential, this includes
- Naming new streets
- Giving a name or number to a new / converted property
- Changing the name of an existing property
All new addressable properties should be allocated postal numbers wherever possible including residential properties, conversions and sub divisions, commercial and industrial premises.
Postcodes are an important part of a postal address, and are allocated by the Royal Mail not the Local Authority, however when you apply to register an address, the council will liaise closely with Royal Mail on your behalf to ensure postcodes are allocated as quickly as possible.
From 8th June 2015, the Council is introducing charges for the street naming and numbering service. The charges incurred vary dependent upon both the service required and the size of the development. Street naming and numbering application form
You can apply in writing by downloading and completing the application form. You will be invoiced for the full amount once we have received your application. All applications must be accompanied by a location plan. For new developments a site plan showing the road layout and plot numbers is required. For developments that include flats, internal layout plans need to be included with your application. To change the name of an existing property we simply require the
application form detailing the current address.

Please note address changes carried out without contacting us will not be formally registered with Royal Mail, until the invoice has been paid. The Council has no obligation to register the address stated in the application form and may register it in a different form if more appropriate or necessary to fit with national standards.
Be aware the allocation of postal addresses does not serve as confirmation that any building or structure has been authorised under Planning, Building Regulations or any other Legislation. Owners/occupiers may be at risk of enforcement action if any necessary approvals have not been obtained.
