Historic Area Grants
The Historic Areas Grant Scheme (HAG) funded by Gloucester City Council provides funding within discrete areas of Gloucester. The HAG Scheme was established by Gloucester City Council and is aimed at helping owners of properties to put their buildings into sound repair. It is not only restricted to Listed Buildings, the grant scheme can be utilized for works to properties within targeted conservation areas or buildings at risk. The scheme seeks to support local businesses, encourage economic growth in the area and improve the quality of the local environment. It can offer financial help to support businesses and residents within the City Centre Conservation Area and Primary Retail Area of the City to assist with the reinstatement of traditional shop frontages, repainting and rejuvenate vacant premises aiming to improve the street scene of the area.
City Centre Historic Area Grant Scheme
The City Council is currently assisting business owners and tenants together with residents to improve their properties within the City Centre Conservation Area and Primary Retail Area of the City through a new grant scheme. The scheme is helping to support businesses and residents through the enhancement of their properties, shop frontages and vacant premises which aims to improve the street scene of the area.

The Objectives of the City Centre Historic Area Grant Scheme
The proposed area includes the greatest concentration of target buildings and is the part of the street with the poorest appearance that could benefit most from the grant scheme. The grant rate is being offered on a basis of contributing a maximum of 80% towards for works to repaint facades, repair and replace windows, repair of external brickwork, replacement of guttering or down pipes and repairs or reinstatement of traditional shop windows and doors and can also assist in rejuvenating vacant premises such as above the shop living accommodation or new commercial premises. Please note that the Council is unable to offer help to rectify any enforcement breaches should this apply to your property.
Historic Building Eligible works:
- Building repairs, including repair / replacement of roof tiles/slates, defective flashings and rainwater goods
- Replacement of inappropriate shopfronts, doors and windows (including Upvc), with designs and materials to reflect the historic composition of the buildings.
- Removal of inappropriate materials to the front elevation, and reinstatement with appropriate materials such as lime render
- Reinstatement of architectural details including walls, parapets and railings
- Restoration of vacant interiors, particularly to upper floors in order to bring these areas back into beneficial use –offices or residential for example.
- Internal fit out for vacant commercial ground floor units to a basic level which could include repair and decoration of ceiling, walls and floors using traditional materials and methods such as lime plaster, but furnishings and services beyond the basic provision of heat, light and power are not eligible.
To reinstate in whole or part, any lost architectural features. It is anticipated that the most likely to be reinstated are traditional windows, doors, cast iron rainwater goods, and decorative elements on facades. A guidance document has been produced called “Southgate Street Shopfront, Shutters and Signs guidance ”. The design of shop fronts is a key element in the character and appearance of any city. It is especially important in Gloucester, where the majority of City Centre premises are located in designated Conservation Areas. The design of shop fronts requires careful thought and consideration in order to ensure that a positive contribution is made, not only to the existing building, but also to the wider street scene.

The area for the grant scheme is restricted to the City Centre Conservation Area and Primary Retail Area boundaries, the eligible properties include both listed and non-listed buildings within the area. Please

Officers at Gloucester City Council have considered all of these properties, and have assessed the amount of grant for which they are eligible.

The grant rates proposed at between 60-80% of the eligible works depending on the scope and amount of works proposed. Works of a substantial nature such as reuse of upper floors or reinstatement of architectural features and whereby both planning and listed building consents will be necessary a conservation architect should be appointed by the applicant and pre-application discussions with the planning department will be required.
The total budget available for the grant-aided work within the two-year scheme has been assessed as £220,000. The project commenced on the 1st July 2013 and continues until 2018. Works will be funded up to a maximum of 80% of the total costs however please note that the Council is unable to offer help to rectify any enforcement breaches. Any unauthorised works to listed buildings where consent has not been obtained are illegal and would not be applicable for grant aid.
