Business Rates and Grant Relief

Business Rates

Businesses in the retail, hospitality and leisure sectors in England will not have to pay business rates for the 2020-21 tax year. This will apply to your business rates bills for the 2020/2021 tax year.

All eligible businesses have now been rebilled.

You will be eligible if your business is in the retail, hospitality and/or leisure sector. Properties that will benefit from the relief will be those that are wholly or mainly being used:

  1. as shops, restaurants, cafes, drinking establishments, cinemas and live music venues
  2. for assembly and leisure
  3. as hotels, guest and boarding premises and self-catering accommodation.

As long as you meet this criteria, there is nothing further you have to do. Gloucester City Council will apply the business rates holiday to your bills.

Please note: Nurseries now do not have to pay business rates for 2020-2021; those buildings occupied by providers on Ofsted’s Early Years Register and are wholly or mainly used for the provision of the Early Years Foundation Stage. As long as you meet the criteria, there is nothing further you have to do. Gloucester City Council have now rebilled all eligible nurseries.

Local Authority Discretionary Grant

We have now received Government Guidance on the Local Authority Discretionary Hardship Grants
We are currently working with the other Gloucestershire Local Authorities to ensure a consistent approach across county and to ensure we can help as many small businesses as possible. Once we have developed the best way to fairly administer the scheme we will invite applications for the grant funding.

Government guidance advises that the discretionary grant funding is primarily and predominantly aimed at:

  • Small & micro businesses
  • Businesses with relatively high ongoing fixed property related costs
  • Businesses which can demonstrate that they have suffered a significant fall in income due to COVID 19
  • Businesses which occupy property or part of a property with a rateable value or annual rent, or annual mortgage payments below £51,000

Please note if you have already received a small business grant or a retail, hospitality and leisure grant or received support from the Self Employed Income Support scheme then you will not be eligible to claim a Local Authority Discretionary Grant

Small business cash grant

A £10,000 one-off grant payment for businesses who receive small business rate relief (SBBR), rural rate relief (RRR) and tapered relief.

You will be eligible as long as you claim one of the above mentioned forms of relief on your business rates bill, and your business occupies the property.

As long as you meet this criteria, please apply online at the business grant portal.

You will need your business rates reference number - if you do not have this please contact br@gloucester.gov.uk and an officer will contact you.

Retail, hospitality and leisure cash grant

A £25,000 one-off grant payment for businesses in the retail, hospitality and leisure sector, for businesses that have premises with a rateable value between £15,001-£51,000.

Please note: If your property has a rateable value below £15,000, you will instead receive a grant of £10,000.

You will be eligible as long as your business is in the retail, hospitality and leisure sector, you are a ratepayer of the business rates system, and you occupy property that are wholly or mainly used for:

  • as shops, restaurants, cafes, drinking establishments, cinemas and live music venues
  • for assembly and leisure
  • as hotels, guest and boarding premises and self-catering accommodation

Please note: businesses with premises with a rateable value over £51,000 are NOT eligible for this scheme.
