Public Spaces Protection Order (PSPO) Proposal

We are proposing an amendment to the current Public Spaces Protection Order (PSPO) covering the City Centre under Section 61 of the Anti-Social Behaviour, Crime and Policing Act 2014.

We receive a large number of reports of intoxicated individuals causing anti-social behaviour throughout the city centre. This behaviour is having a significant negative impact on local businesses and members of the public.

Reports made to us and partner agencies have included the following behaviours:

  • Violent and aggressive behaviour
  • Fighting
  • Domestic abuse
  • Intimidation, inappropriate behaviour, or sexual behaviour
  • Verbal abuse
  • Shouting and swearing
  • Drug use and drug paraphernalia
  • Indecent exposure

The current PSPO does not appear to be effective in curtailing the behaviours mentioned above, which may be having a detrimental effect on the city centre, with businesses losing trade and members of the public choosing to take their custom elsewhere.

We believe that adding a new condition to the current PSPO will help to prevent anti-social behaviour and reduce its impact on the community.
