What is the council doing now

Alongside the other Gloucestershire Councils, Gloucester City Council is working with local partners and responded to the government’s invitation to submit an interim proposal for Local Government Reorganisation by 21 March 2025.

There are currently three different proposals for reorganising local government in the county, each backed by different councils:

  1. A single unitary authority covering the entire county.
  2. Two unitary authorities split geographically:
    1. East: Cheltenham, Tewkesbury, and Cotswold.
    2. West: Gloucester, Forest of Dean, and Stroud.
  3. Two unitary authorities – with one being the “Greater Gloucester” council:
    1. One would be an expanded Gloucester city.
    2. The other would cover the rest of the county.

In conjunction with the other six councils in the county, we have undertaken a county-wide Local Government Reorganisation survey and hosted a series of in-person events across the county.

These events are open to all residents and are an opportunity for you to speak to us about Local Government Reorganisation, devolution and the future of council services in Gloucestershire. It is an opportunity to ask questions and learn more about what these changes could mean for you.

We are currently preparing final Local Government Reorganisation proposals ahead of the 28th November deadline. Each of the seven councils will consider the proposals through their own democratic processes. Gloucester City Council is due to discuss these proposals at the Council meeting on Thursday 20th November 2025.

The business case for the proposals must be submitted to government by 28th November 2025. The government will then conduct a formal consultation on the proposals. This will be the opportunity for residents to have their say on which of the options they would prefer to see implemented.
