Civil injunction granted after residents report ‘living in fear’

Gloucester City Council have successfully applied for a Civil Injunction through their City Centre Engagement Service for Matthew Lewis.

Matthew Lewis, aged 48 and of No Fixed Abode, was given an Anti-Social Behaviour Injunction (ASBI) at Cheltenham and Gloucester County Court following incidents of anti-social behaviour and violence which took place within the city of Gloucester.

The judge granted the injunction after hearing that residents of several housing providers and wider members of the public were living in fear because of Lewis’ behaviour. 

The injunction, with a power of arrest attached, forbids Lewis from:

  • Engaging in conduct that causes or is capable of causing alarm or harassment or distress to any person within the City of Gloucester;
  • Using or threatening to use violence towards any person within the City of Gloucester;
  • Attending or entering Walkinshaw Court, Gloucester at any time;
  • Entering or being in several areas of the City Centre;
  • From returning to any property located in Gloucester when asked to leave by the either the owner, tenant or Housing Association.    

Lewis will have to abide by this injunction until 13th August 2027.

Josh Griffiths, City Engagement Officer from Gloucester City Council, said: “Lewis’ behaviour has caused significant amount of harm to those who have a right to feel safe within their own properties. Solace works in partnership with all agencies around the city to reduce Anti-Social Behaviour.”

Claire Long, Community Safety and Enforcement Manager at Gloucester City Homes, said: “The ASBI granted by the court is a tool to curtail his behaviour and will provide well overdue respite to those residents and the local community.

“It will also send a clear message to Lewis and those known to him that the Police and partner agencies will not tolerate such activity and conduct.”

Anyone who witnesses Lewis breaching the order is asked to contact police on 101 or 999 if there is an immediate danger to life. Residents living in managed properties should also continue to report ASB to their housing provider, or the City Council if they reside in a privately owned or occupied property.
