Decision Making and Transparency
Cabinet Members may make decisions collectively at a meeting, or individually on matters within their portfolio. The Cabinet meets monthly to make decisions and its meeting are open to the public, unless confidential matters are being considered. Individual Cabinet Member decisions are more ad hoc and are published on our website.
Decisions that the Cabinet plans to consider are listed in the Forward Plan, wherever possible, and certain major decisions require a 28 days notice, while others require less notice. A report explaining the decision will be published in advance.
The Cabinet must make decisions that align with the Council’s agreed policies and budget. If a decision falls outside of this framework, it must be referred to the full Council for approval. Cabinet decisions may also be subject to scrutiny from the Council’s Overview and Scrutiny Committee and can be ‘called in’ if Councillors believe the way the decision has been made needs to be reviewed.
Public Participation
Members of the public are welcome to ask questions at Cabinet meetings. To do so, questions must meet the published criteria and be submitted by 12pm on the third working day before the meeting.
