Carers

Carers are not counted when calculating Council Tax so you may be able to apply for a discount.

Do I qualify?

Carers can be disregarded for council tax purposes if they fall into one of two groups.
 
The first group of carers who are disregarded for council tax purposes must meet all the following criteria:

  • provide care or support on behalf of a local authority, government department or charity.
  • provide care through an introduction by a charity, where the person being cared for is the carer’s employer.
  • employed to care for the person for at least 24 hours a week.
  • paid no more than £44 per week.
  • resident where the care is given.

More than one person in the same dwelling can count as a career, including where caring responsibilities are being shared.
 
The second group of carers who are disregarded for council tax purposes must meet all the following criteria:

  • care for at least 35 hours a week.
  • live in the same property as the person they care for.
  • not be the partner of the person they care for.
  • not be the parent of the person they care for, if the person cared for is aged under 18.

In addition, the person being cared for must be entitled to one of the following benefits:

Attendance Allowance

Attendance Allowance, as defined under section 65 of the Social Security Contributions and Benefits Act 1992(2)

Disability living allowance

The highest or middle rate of the care component of a Disability Living Allowance, under section 72(4)(a)of that Act

Disablement Pension

An increase in the rate of Disablement Pension under section 104 of that Act

An Increase in a Constant Attendance Allowance

An increase in a Constant Attendance Allowance under the proviso to article 14 of the Personal Injuries (Civilians) Scheme 1983(3), or under article 14(1)(b) of the Naval, Military and Air Forces etc. (Disablement and Death) Service Pensions Order 1983(4)

Personal Independence Payment (PIP)

The standard or enhanced rate of the daily living component of Personal Independence Payment (PIP) under section 78(3) of the Welfare Reform Act 2012
