You can apply and pay for an HMO licence online.

To support you in making your application, please refer to the guide for landlords, managers and tenants.

You must provide supporting documentation with your application, including:

• copies of tenancy agreements
• floor plans showing room sizes
• a fire risk assessment
• an electrical safety certificate

Depending on the property, you may also need to provide:

• a gas safety certificate
• fire alarm and emergency lighting certificates
• electrical equipment testing certificates

HMO licensing fees

The HMO licensing fees effective from 1 April 2026 will be charged as follows for up to a five-year licence:

Reduced application HMO licence fees

You can apply for a reduced fee if you need a new HMO licence or licence renewal because of the new additional licensing designation.

To qualify, your application must:

• be for a property covered by the additional licensing designation (not mandatory licensing)
• be received before 21 October 2026

Paying your license fee

Licence fees must be paid in full with your application, they cannot be paid in instalments. The licence fee covers the cost of administering licensing. You may incur additional fees and charges only if the council has to take enforcement action, which the council is not permitted to make a financial gain from. 

If you no longer wish to operate a licensed property as an HMO, you can apply to have the licence revoked, but licence fees are non-refundable.
